While there is no "official paper" from Activision on this, the most useful guides for applying an English language pack to Call of Duty: Black Ops II
Console (PS3/Xbox 360): Language packs are not separately downloadable. You must change the console system language to English, and the game will use that if the disc/install supports it.
Open it with Notepad and change the first line from your current language to english.
Download the Files: You need an "anglofikator" or language pack (approx. 3.85 GB) containing zone and sound folders.
Warning: Because of anti-cheat systems, manually swapping zone files on PC while Steam is online can result in a "Files are different from server" error. You must play in Offline Mode if you use this method.
Choose English from the dropdown menu. Steam will then download the necessary English files.
This includes killstreak notifications, death messages, and other pop-up texts.
